Ok well my Video Card sucks, I can't even play StarCraft 2 (6fps) and this shit pisses me the fuck off.

Question is, can I actually make this work and will it improve my games? How much do you think it would improve my games give examples here. I don't want to waste the cash on a video card if I can't get it to fit or it wont make much of a difference.

My hope is to be able to play games like StarCraft 2, , Modern Warfare 2, Fallout 3, Bioshock 2 and possibly even Crysis 2 and not have to run everything on Low settings just so I can play them.Any input at all would be greatly appreciated. Please check everything. Thank you.

I really can't afford a new computer or a lot of hardware, I was hoping for one of them cheap gigabyte video cards from newegg or something.

i good quality graphics card like the ati radeon X 1600 or a good quality Nvidia would do some excellent work and it has to be PCI express

Ok you are talking about some serious games there. If you really want to play games such as crysis 2 at decent framerate, you need some decent processor power in both the cpu and gpu. As you have a PCIe x8 (unfortunately its not x 16), you can attach the most recent vid cards. However, your bottleneck will be the cpu. This is especially so for RTS games such as starcraft II that requires strong cpu power to move all thouse individual characters around the screen. Your 2.1GHz Athlon is dated and will hit a bottleneck if you try to get a card like the 5850. To play the games well, you will need something like a Phenom system or a Core i5 (or some of the older quad core Core2Quad systems), a decent power supply (at least a 550W of DECENT quality and bigger if you are getting a more powerful vid card) and something like a 5750 or GTS250. This will require quite a bit of redesign. However, a vid card will help since your onboard is a really outdated 6100. Get something like a 4670 (since more will bottleneck your cpu) and you should get improved framerate from Starcraft even if your cpu kept as it is. However, don't expect a huge improvement.
